Terms and Conditions document tailored for Mahishadal Sadar Youth Computer Training Centre (MSYCTC)

Because our center is a joint initiative with a government body, our Terms and Conditions must reflect specific operational constraints, particularly regarding fees, refunds, and code of conduct.

Terms and Conditions of Enrolment and Use

1. Introduction:

Welcome to the Mahishadal Sadar Youth Computer Training Centre (MSYCTC).

These Terms and Conditions ("Terms") govern your enrollment as a student at our center, your use of our facilities, and your access to our website. MSYCTC operates as a joint initiative with the Department of Youth Services and Sports, Government of West Bengal.

By applying for admission, enrolling in a course, paying fees, or using our services, you (the "Student" or "Applicant," and including parents/guardians if the student is a minor) agree to be bound by these Terms. If you do not agree with any part of these Terms, you must not enroll or use our services.

2. Admission and Enrolment:

* Eligibility: Admission to courses is subject to the eligibility criteria defined for each specific program (e.g., minimum educational qualification).

* Government Guidelines: As a government-affiliated center, admissions are conducted strictly according to the norms and guidelines laid down by the Department of Youth Services & Sports, Govt. of West Bengal.

* Accuracy of Information: You warrant that all information and documents provided during the admission process (including age proof, educational certificates, and identity proof like Aadhaar) are true, accurate, and complete. Submission of false documents will lead to immediate cancellation of admission without refund and may attract legal action.

* Right to Refuse: MSYCTC management reserves the right to reject any application for admission without assigning any specific reason, subject to applicable laws and government regulations.

3. Fees and Payments:

* Fee Structure: Fees for courses are subsidized and determined in accordance with the government initiative framework. The current fee structure is available at the center office.

* Payment Schedule: All admission fees, installment fees (if applicable), project fees, study materials fees, identity card fees, examination fees and other educational fees must be paid by the due dates specified by the center.

* Late Fees: Failure to pay fees on time may result in a late fee penalty or suspension from classes and lab sessions until dues are cleared.

* NON-REFUNDABLE POLICY: Once admission is processed and the seat is confirmed, fees paid are strictly non-refundable and non-transferable under any circumstances, including if the student chooses to discontinue the course. A portion of these fees is often remitted to government departments for registration and cannot be recovered.

4. Attendance and Coursework:

* Mandatory Attendance: Regular attendance is compulsory for both theory and practical lab sessions. Students must maintain a minimum attendance percentage (typically 75% or as specified by the course guidelines) to be eligible to sit for the final examination.

* Punctuality: Students are expected to arrive on time for classes. Late arrivals may be denied entry to minimize disruption.

* Leave of Absence: Any extended absence due to medical or unavoidable reasons must be communicated to the Centre-in-Charge in writing, accompanied by supporting documents (e.g., medical certificate).

5. Code of Conduct and Discipline:

Students are expected to maintain high standards of discipline and professional behavior. The following constitutes misconduct and may lead to suspension or expulsion (rustication) from the center:

* Ragging & Harassment: Ragging in any form is strictly prohibited and is a criminal offence. Any form of harassment (verbal, physical, or sexual) towards staff or fellow students will not be tolerated.

* Substance Abuse: Consumption or possession of alcohol, tobacco, or illegal drugs within the center premises is strictly forbidden.

* Disruptive Behavior: Any behavior that disrupts classes or administrative work.

* Vandalism: Intentional damage to center property, computers, peripherals, furniture, or the building structure. Students found damaging property will be liable to pay full compensation for expenses incurred in replacement or repair.

6. Use of Computer Lab and Internet:

* Authorized Use: Lab computers and internet connectivity are provided solely for academic purposes related to the course.

* Prohibited Activities: Students must not access inappropriate, obscene, or illegal websites. Downloading unauthorized software, changing system settings, or attempting to hack/bypass network security is strictly prohibited.

* Data Security: Students are responsible for their own data. The center is not responsible for data loss due to system resets, power failures, or hardware issues. Students should not save personal files on lab computers.

7. Examinations and Certification:

* Evaluation: Students must clear periodic assessments and the final examination to successfully complete the course.

* Government Certification: Certificates are issued only to successful candidates by the Department of Youth Services & Sports, Government of West Bengal, or its authorized certifying body.

* Withholding Certificates: MSYCTC reserves the right to withhold the final certificate if the student has pending dues, has not returned library books, or has pending disciplinary actions.

8. Limitation of Liability:

* Personal Belongings: The center management is not responsible for the loss, theft, or damage of personal belongings (mobiles, laptops, bags, cash, bicycle, motor cycle, etc.) carried by students to the center.

* Safety: While we take all reasonable safety precautions, MSYCTC will not be held liable for any accidental injury sustained by a student within the premises unless caused by gross negligence on the part of the center.

* External Factors: The center is not liable for disruptions to classes caused by circumstances beyond our control, such as "Bandhs," natural disasters, severe weather conditions, or extended power grid failures (beyond backup capacity).

9. Amendments and Modifications:

Due to the evolving nature of technology and government policies, MSYCTC reserves the right to amend, alter, or update these Terms and Conditions, fee structures, and course curricula at any time. Changes will be notified via the center notice board or website. Continued attendance after such changes constitutes acceptance of the new terms.

10. Governing Law and Jurisdiction:

These Terms and Conditions shall be governed by the laws of India. Any disputes arising out of or in connection with these terms shall be subject to the exclusive jurisdiction of the competent courts in Purba Medinipur district, West Bengal.
